Pricing goods and services produced always a crucial concern is the economy and policy decisions by governments.because any change could cost the welfare of consumers and on the other hand the quality and quantity of production and supply of goods and services affect them. In this thesis by examining the natural gas market using theories of microeconomics ,public sector,with the assumptions of of the optimality current price of gas for manufacturing industries in iran,aims to provide the pattern,resonable price ,which the government in the framework of the implimentation of targeted subsidies,with this pricing method high. So according to the terms of the natural monopoly of the natural gas market that is ruling Iran,justified,ramsey pricing pattern has found a method of fuzzy regression olza due to lack of having the resterictions governing classical regression as well as high precision will be used.also ,in order to estimate the production function and efficiency compared to the estimates of the demand function and also to scale and stretch it,your explanation of the pattern of operation with extensive breaks(ARDL) in 1356-1393 .finally also the optimal pattern of natural gas pricing for the various industries of iran’s plant has been estimated. Fossil-fuel electricity generation has a variety of harmful impacts on the environment and human health. Air pollution is the most significant impact of fossil power generation on health. This study with employing SIMPACTS-2, applies the impact pathway approach to estimate the health impacts and costs caused by air pollution of the Montazer-Qaem thermal power plant in 2011-2016 period. The results show that by removing fuel-oil and increasing the share of natural gas, the total health cost decreases from 164.9 million in 2011 to 36.4 million in 2016 (USD year 2000). During this period, the health cost per generated electricity varies from 18.1 to 4.2 USD/MWh. The low qualities of fossil fuel and high population density around the power plant have been the main factors of the high health damage costs. The health external costs can be reduced through fuel improvements. Internalizing the external costs into the price of electricity can show the true costs of fossil electricity. Correct pricing power of the most important tools for comprehensive planning for safe and efficient use of electricity (consumption efficiency) and integrity investments to meet electricity demand (production efficiency) is considered. In the present study, the total cost of the long-term function for the electricity industry over the period 1373-1390 to form translog and directly (using the price of inputs and outputs industry) is estimated. The main purpose of this study is to evaluate general strategies of the national document of Iran's energy strategy according to World Energy Council scenarios and based on robust strategy framework, to doing so, a standard political framework and its requirements was introduced and then surveyed to realize which strategies are robust to apply the mentioned political framework in the world depicted by each scenario. In compare to standard political framework in National Energy Strategy Document, no suggestion on energy sources diversification and new energies is proposed and no strategy is seen in the field of energy industry safety and to reduce the political and economic risks of investors. Eventually based on robust strategy, we only have two robust strategy in research and development context. But, in other seven political domain no robust strategy is observed, especially in Hard Rock Scenario, no strategy was seen in five axis from eight axis of main political context. Thus, it is advised to review the existing strategies according to opportunities and threats available in any scenario, and to formulate a comprehensive pattern for national energy policy accordingly. In this regards, it seems very important to design a mechanism to develop new energies, to reduce the political and economic risks for oil companies, to create a surveillance and evaluation system for national energy data, to provide a legal mechanism for negotiation, and finally to select an administrator capable to aggregate resources to implement the strategies in the best way possible

Concerning the growing demand for electricity, the inability of governments to provide the necessary resources to invest in the electricity industry as well as increased prices of fossil fuels, a tendency has increased towards the issues of the economy of power systems. The aim of the present study was to investigate the possibility of integrating power systems in countries bordering Iran using data of 2000-2011. To do this, the dynamic behavior of two scenarios was assessed up to 2030 using Vansim Simulation Software. The main objectives of the present study were evaluation of the economic, welfare and environmental effects of applying Feed-in tariff policy in the Iranian Economy. In this regard, the E3 type of hybrid recursive dynamic model was studied. Therefore, the model is used for the period of 1390-1404, to evaluate the effects of FIT policy under two different scenarios, similar and different guaranteed purchase price, in order to achieve 10% share for renewable energy in total electricity production in 1404. The result shows that in in both cases, pollution and its social cost reduction has been mainly caused because of the reduction in the sectorial GDP. Therefore, a definitive statement about the selection of a proper policy depends on the environmental purposes of the country.
