مالیات سبز دربخش های انرژی و کالای نهایی در ایران: رویکرد نظریه بازیها
استفاده از مالیاتهای زیست محیطی ابزاری برای تخصیص بهینه منابع در راستای افزایش رفاه اجتماعی است. هدف این مطالعه طراحی الگوی مناسب و محاسبه مقدار بهینه مالیاتهای سبز غیر مستقیم برای اقتصاد ایران با استفاده از نظریه بازیها میباشد. در این راستا، بعد از ساخت الگو، ابتدا توابع تولید انرژیهای فسیلی، انرژیهای تجدیدپذیر به عنوان کالای واسطهای و تابع تولید کالای نهایی برآورد شده است. سپس یک بازی پویا برای سه بازیگر شامل دولت، بنگاههای واسطهای تولید انرژی و بنگاه تولید کالای نهایی طراحی گردیده است. در مرحله اوّل دولت با هدف حداکثرسازی رفاه به تعیین نرخ مالیات میپردازد و در مرحله دوم، بنگاهها با اخذ این نرخ، با انتخاب عوامل تولید، سود خود را حداکثر مینمایند. پس از حل این بازی دینامیکی با روش استقراء بازگشتی، الگو برای اقتصاد ایران کالیبره شده است. بر اساس نتایج بدست آمده نرخ بهینه مالیات سبز در سال 1394حدود 9 درصد تولید کالاهای نهایی برآورد میگردد. به عبارت دیگر برای جبران خسارتهای زیست محیطی ناشی از مصرف سوختهای فسیلی لازم است که به این میزان از تولید ناخالص ملی (GNP) ایران مالیات اخذ گردد. همچنین نرخ مالیات سبز بر تولید انرژی فسیلی 18 درصد قیمت سوخت محاسبه شده است. این امر نشان دهنده لزوم توجه ویژه سیاستگذار و برنامهریزان به اخذ مالیات سبز برای دستیابی به توسعه پایدار می باشد.

بررسی تأثیر آستانهای درآمد بر شدت انتشار دی اکسید کربن در کشورهای منتخب MENA: رهیافت دادههای پانلی غیرخطی
مطالعه حاضر تأثیر آستانهای درآمد بر شدت انتشار دی اکسید کربن در کشورهای منتخب منطقه منا با استفاده از مدل رگرسیون انتقال ملایم پانلی مورد بررسی قرار داده است. برای این منظور از متغیرهای توسعه مالی، درجه باز بودن اقتصاد، شدت انرژی، درآمد سرانه و شدت انتشار دی اکسید کربن طی دوره زمانی 1980 تا 2011 استفاده شده است. با توجه به آنکه، نتایج پژوهش قویاً بر وجود رابطه غیرخطی دلالت میکنند، لحاظ نمودن یک تابع انتقال با دو حد آستانهای برای تصریح کامل رفتار غیرخطی میان متغیرها کفایت میکند. نتایج برآورد نشان میدهد پارامتر شیب که بیانگر سرعت تعدیل از یک رژیم به رژیم دیگر میباشد، معادل مقدار بسیار زیاد 78762 برآورد شده و دو حد آستانهای نیز به ترتیب در سطح درآمد سرانه 1176 دلار و 11614 دلار برآورد شده است. اگرچه متغیرهای درجه باز بودن اقتصاد و درآمد سرانه در هر دو رژیم منجر به کاهش شدت انتشار دی اکسید کربن میشوند، اما میزان تأثیرگذاری درآمد سرانه در رژیم اول و درجه باز بودن اقتصاد در رژیم دوم بیشتر است. همچنین توسعه مالی در رژیم اول به صورت ناچیزی منجر به افزایش شدت انتشار دی اکسید کربن میشود، اما در رژیم دوم باعث کاهش آن میشود.

نقش قیمت در اثرگذاری غیرخطی عوامل مؤثر بر شدت انرژی در ایران
شدت انرژی از جمله شاخصهای مهم و مورد توجه در اقتصاد انرژی است. در ایران با توجه به فراوانی منابع انرژی، متأسفانه از این منابع به درستی استفاده نشده و بنابراین شدت انرژی به نسبت دیگر کشورها بسیار بالاست. از این رو در این مقاله با استفاده از یک روش رگرسیون غیر خطی به بررسی عوامل مؤثر بر شدت انرژی در ایران طی دوره 1357-1392 پرداخته ایم. نتایج حاکی از وجود دو رژیم حدی برای اثرگذاری متغیرهای تحت بررسی با در نظر گرفتن قیمت نسبی انرژی به عنوان متغیر انتقال با حد آستانه ای 58/1 میباشد. نرخ شهرنشینی و سهم صنعت از تولیدناخالص داخلی باعث افزایش شدت انرژی در ایران شده اند و سطح تکنولوژی و قیمت نسبی انرژی دارای اثر منفی بوده اند. میزان اثرگذاری قیمت نسبی انرژی در رژیم قیمت بالا تشدید شده و میزان اثرگذاری سهم صنعت و سطح تکنولوژی در این رژیم تقلیل یافته است. این نتایج بیانگر نقش مهم رژیم قیمتی در مسئله شدت انرژی در ایران بوده و سیاستگزاران را به جلوگیری از کاهش قیمت نسبی انرژی درسالهای پس از اجرای طرح هدفمندی یارانه ها رهنمون میسازد.

اثر قیمت بنزین بر شدت انرژی: مطالعه تطبیقی ایران و ترکیه
استفاده از معیار شدت انرژی در سطوح خرد، برای نشان دادن کارآیی سیستمهای تولیدی و نیز در سطوح کلان برای مقایسة وضعیت کارایی انرژی کشورها بسیار متداول است. بر این اساس در پژوهش حاضر با به کارگیری همجمعی جوهانسن-جوسلیوس و الگوی تصحیح خطا به بررسی و مقایسهی اثر قیمت بنزین به همراه سایر متغیرهای کلان اقتصادی بر شدت انرژی در ایران و ترکیه طی دورهی 1359-1392 پرداخته شده است. نتایج برآورد الگو نشان میدهد قیمت بنزین در دو کشور اثری منفی بر شدت مصرف انرژی داشته به نحوی که در کوتاهمدت و بلندمدت، افزایش قیمت بنزین در ترکیه به کاهشی بیشتر در شدت مصرف انرژی منجر شده است. تکنولوژی با وجود آنکه در بلندمدت بر شدت انرژی دو کشور با تاثیری منفی همراه است؛ ولی در اقتصاد ایران در کوتاهمدت اثری مثبت داشته و نشان میدهد که تغییرات تکنولوژیکی تولید در کشور، نتوانسته آنطور که باید به بهبود بهرهوری منجر شود. همچنین در هر دو کشور، سیاست اصلاح قیمت انرژی از طریق کاهش یارانه پرداختی به حاملهای انرژی، توانسته است بر شدت مصرف انرژی موثر واقع شود.

تعیین میزان یارانه مناسب جهت توسعه انرژیهای تجدیدپذیر در ایران با استفاده از یک الگوی تعادل عمومی قابل محاسبه با رهیافت تلفیقی
تحقیق حاضر بدنبال تعیین میزان یارانه لازم ، در جهت دستیابی به یک سهم مشخص برای انرژیهای تجدیدپذیر در کل برق تولیدی میباشد. تعیین میزان یارانه مناسب تحت سناریوهای مختلف و با استفاده از یک الگوی تعادل عمومی قابل محاسبه صورت گرفته و به منظور ورود جزئیات تکنولوژی تولید برق در سطح میانی، از رهیافت تلفیقی استفاده شده است. نتایج حاصل از تدوین و کالیبره نمودن الگو نشان میدهد که تحت سناریوی اعمال یارانه یکسان با هدف دستیابی به افزایش 10 درصدی در سهم انرژیهای تجدیدپذیر در تولید برق، نرخ یارانهای معادل851 درصد مورد نیاز میباشد. در این حالت، با توجه به پتانسیل موجود، تنها تولید برق از محل انرژی تجدیدپذیر باد فعال شده و کماکان در تولید حاصل از انرژی خورشیدی و بیوگاز سوز رشدی مشاهده نمیشود. لذا برای ایجاد رشدی متوازن معادل 4 درصد در هر کدام از انرژیهای تجدیدپذیر بادی، خورشیدی و بیوگازسوز به ترتیب یارانهای معادل 887، 1776و 1585 درصد، متناسب با عدم مزیت نسبی آنها، مورد نیاز است .بر این اساس تعرفه پیشنهادی برای خرید برق از محل انرژیهای تجدیدپذیر در سناریوی اول معادل 410 تومان و در سناریوی دوم به ترتیب معادل 426، 852.، 760 تومان به ازای هر کیلو وات ساعت به قیمت سال 1390 میباشد.

افزایش قابل توجه سهم گاز طبیعی در سبد انرژی و روند رو به رشد آن در بخش خانگی از یک سو و پایان پذیر بودن ذخایر گاز طبیعی به عنوان یک منبع تجدید ناپذیر از سوی دیگر، ضرورت مصرف بهینه گاز طبیعی را بیش از پیش محسوس مینماید. در همین راستا قانون هدفمند کردن یارانهها از 28 آذر سال 1389 به اجرا گذاشته شد. بر این اساس، دولت تلاش نمود تا قیمت حاملهای انرژی (از جمله گاز طبیعی) را به تدریج به قیمت واقعی آن ارتقا دهد و برای جبران هزینه ایجاد شده بر اقشار آسیب پذیر جامعه، یارانهای را به صورت ماهانه به آنها اعطا نماید. پرسش اساسی این پژوهش آن است که " آیا هدفمند کردن یارانهها باعث صرفه جویی در مصرف گاز طبیعی در بخش خانگی شده است یا خیر؟". برای این منظور، ابتدا تابع تقاضای مصرف گاز طبیعی خانوارها در منطقه 7 کشور (شامل استان کردستان، همدان، کرمانشاه، لرستان، مرکزی و ایلام) در بازه زمانی 1392-1385، با استفاده از دادههای فصلی و با استفاده از روش FMOLS تخمین و کشش قیمتی، درآمدی و متقاطع تقاضای گاز طبیعی آن محاسبه گردید. سپس عملکرد دولت در اجرای قانون هدفمند کردن یارانهها بر مصرف گاز طبیعی بخش خانگی در منطقه 7 کشور مورد مطالعه قرار گرفت. نتایج تحقیق نشان میدهد که عکسالعمل مصرفکنندگان در نتیجه افزایش قیمت گاز طبیعی چندان محسوس نیست و هدفمند کردن یارانهها به تدریج تأثیر خود را در کاهش مصرف گاز طبیعی خانگی در استانهای منطقه 7 کشور از دست داده است.
