The fact is that during this period, on the one hand, the wealth and income of natural oil and gas resources were not necessarily "fairly" distributed among all Iranians who are the main owners of these resources; on the contrary, in many cases, they have been distributed among the influential groups in the form of unjust government rents, and on the other hand, these resources have not been used as they should be in the service of the country's economic growth. Given these two facts, the two main problems of this research are: 1) Based on which value theory can the wealth and income of oil and gas resources be more fairly distributed among all Iranians? 2) How can such a fairer distribution be used to achieve high and sustainable economic growth? The research method is that by examining the basic features of common support schemes and reviewing the value bases of such schemes in the form of several theories of justice and with the pathology of those schemes, the implementation of a basic income plan (UBI) which is financed mainly through wealth and revenue from oil and gas resources, defended as a fairer and more efficient plan than current support schemes. In the following, the different methods of financing this project and the mechanisms of its impact on economic growth are examined. Finally, it is argued that during a virtuous circle, on the one hand, a "universal basic income institution" in addition to eradicating poverty, can lead to high and sustainable economic growth, and on the other hand, how this economic growth can continuously increase the amount of UBI for the current generation and future generations.}, keywords = {Distributive Justice,Economic Growth,Rent,universal basic income}, title_fa = {گذار از رانت‌های نفت و گاز دولتی به درآمد پایه همگانی و رشد اقتصادی (یک رویکرد بین‌رشته‌ای)}, abstract_fa = {از وقتی که در پنجم خردادماه 1287، مته حفاری در چاه شماره یک مسجد سلیمان به نفت رسید، بیش از 113 سال از شکل‌گیری تدریجی «ایران نفتی ـ گازی» می‌گذرد. واقعیت این است که طی این مدت، از یک سو ثروت و درآمد منابع طبیعی نفت و گاز، لزوماً به نحو «عادلانه‌ای» بین همه ایرانیان که مالکان اصلی این منابع هستند توزیع نشده‌اند بلکه در بسیاری موارد به صورت انواع رانت‌های دولتی ناعادلانه، بین گروه‌های ذی‌نفوذ، توزیع شده‌اند و از سوی دیگر این منابع چنان که باید در خدمت رشد اقتصادی کشور قرار نگرفته‌اند. با توجه به این دو واقعیت، دو مسئله اساسی این پژوهش عبارتند از: 1) بر مبنای کدام نظریه ارزشی می‌توان ثروت و درآمد منابع نفت و گاز را به نحو عادلانه‌تری بین همه ایرانیان توزیع کرد؟ 2) چگونه می‌توان چنین توزیع عادلانه‌تری را در خدمت تحقق رشد اقتصادی بالا و پایدار قرار داد؟ روش انجام پژوهش به این صورت است که با بررسی ویژگی‌های اساسی طرح‌های حمایتی رایج و مروری بر مبانی ارزشی چنین طرح‌هایی در قالب چند نظریه عدالت و با آسیب‌شناسی آن طرح‌ها، از اجرای یک طرح درآمد پایه همگانی (UBI) که عمدتاً از طریق ثروت و درآمد منابع نفت و گاز قابل تأمین مالی است، به منزله طرحی عادلانه‌تر و کاراتر از طرح‌های حمایتی رایج دفاع می‌شود. در ادامه روش‌های مختلف تأمین مالی این طرح و سازوکارهای اثرگذاری این طرح بر رشد اقتصادی بررسی می‌شوند. سرانجام استدلال می‌شود که چگونه طی یک چرخه سعد، از یک سو، یک «نهاد درآمد پایه همگانی» علاوه بر ریشه‌کنی فقر، می‌تواند به رشد اقتصادی بالا و پایدار منجر شود و از سوی دیگر، چگونه این رشد اقتصادی می‌تواند افزایش مستمر مبلغ UBI برای نسل فعلی و نسل‌های آتی را به دنبال داشته باشد.}, keywords_fa = {درآمد پایه همگانی,رانت,رشد اقتصادی,عدالت توزیعی}, url = {https://jiee.atu.ac.ir/article_14177.html}, eprint = {https://jiee.atu.ac.ir/article_14177_ae0422ce3cd9202228eadda640d5210c.pdf} }
