To this end, we introduce the quality of social infrastructure into an endogenous growth model. The set up allows us to see how the resource abundance can influence the quality of social infrastructure and hence economic growth. We use optimal control theory to solve the model.  The analytical solution shows that the impact of non-renewable resources on economic growth depends on the models' parameters. More specifically, we find out that if natural resource abundance leads to deterioration of social infrastructure, it might offset the positive impact of natural resources on economic growth and even might result in lower economic growth rate. We finally calibrate the model for Iran as an energy-rich economy. The calibration results indicate that in order to achieve 8 percent average growth rate, the quality of social infrastructure should improve by at least 4.3 percent.  Moreover, when we ignore the quality of social infrastructure, the optimum economic growth rate is found to be 6 percent. This shows that it is important to take into consideration the role of social infrastructure in estimating long run economic growth for Iran. The result of sensitivity analysis indicates that one percent improvement in the index of social infrastructure results in 0.42 percent increase in equilibrium growth rate in Iran. This finding has important policy implications for policymakers and social planners in Iran.}, keywords = {Social Infrastructure,Non-renewable Natural Resources,Optimum Rate of Economic Growth and Optimal Control Theory,Iran}, title_fa = {اثر کیفیت زیر ساخت اجتماعی بر رشد اقتصادی در یک اقتصاد غنی از طبیعی: مورد ایران}, abstract_fa = {هدف اصلی این مطالعه بررسی تاثیر کیفیت زیر ساخت اجتماعی بر رشد اقتصادی تعادلی در یک اقتصاد غنی از منابع طبیعی در چارچوب یک الگوی رشد درون­زا می­باشد. الگوی طراحی شده این امکان را فراهم می­سازد که تاثیر منابع طبیعی تجدیدناپذیر بر کیفیت زیرساخت اجتماعی و در نتیجه بر رشد اقتصادی را مورد بررسی قرار دهیم. نتایج حل الگو با کمک نظریه کنترل بهینه نشان می­دهد که تاثیر منابع طبیعی تجدیدناپذیر بر رشد اقتصادی در وضعیت پایدار به پارامترهای الگو بستگی دارد. به گونه­ای که اگر منابع طبیعی تجدیدناپذیر موجب تخریب زیرساخت اجتماعی گردد، تاثیر مثبت منابع  بر رشد اقتصادی کاهش خواهد یافت و حتی تحت شرایطی می­تواند تاثیر منفی بر رشد اقتصادی داشته باشد. در مرحله بعد الگو برای اقتصاد ایران به عنوان یک کشور غنی از منابع انرژی کالیبره گردیده است. نتایج بیانگر آن است که برای رسیدن به متوسط نرخ رشد تعادلی اقتصادی 8 درصد (مطابق برآورد الگو و هدف افق 1404) لازم است که کیفیت زیرساخت اجتماعی در ایران به طور متوسط با نرخ 3/4 درصد بهبود یابد. پس از کالیبره کردن الگو بدون لحاظ زیرساخت اجتماعی، متوسط نرخ رشد تعادلی برابر با 6 درصد می­گردد. این نتیجه نشان می­دهد که عدم توجه به نقش کلیدی زیر ساخت اجتماعی در الگوهای رشد برای اقتصاد ایران می­تواند منجر به برآورد نادرست از نرخ رشد بلند مدت گردد. تحلیل حساسیت بیانگر این است که یک درصد بهبود در شاخص کیفیت زیر ساخت اجتماعی می­تواند منجر به افزایش نرخ رشد تعادلی به میزان 42/0 درصد گردد. بنابراین توجه به نفش زیر ساخت اجتماعی در رشد اقتصادی برای برنامه­ریزان و سیاست­گذاران اقتصادی- اجتماعی از اهمیّت ویژه­ای برخوردار است.}, keywords_fa = {کیفیت زیرساخت اجتماعی,منابع طبیعی تجدیدناپذیر,رشد اقتصادی,تئوری کنترل بهینه,ایران}, url = {https://jiee.atu.ac.ir/article_599.html}, eprint = {https://jiee.atu.ac.ir/article_599_00e3bdf8e655a31212f8dbdacc1aa568.pdf} }
