The realistic and economically justifiable pricing of electricity has, therefore, become an urgent issue for managing supply and demand. The residential electricity consumption in the country is one of the main sources of such demand increase. The present study focuses on the impacts of government subsidies on electricity demand and consumption for the urban and rural households in Iran. Data used for this study include price index, urban and rural household expenditures, provided by the Iranian Center for Statistics, Central Bank of Iran during the period 1991-2012. The study utilizes Almost Ideal Demand System (AIDS) and Seemingly Unrelated Regression (SUR) estimation methods for data analyses. The results show that electricity is an essential good for both urban and rural households, and as such the demand and consumption levels for both urban and rural households in the country have very little (less than one) elasticity to prices. The conclusion is that the demand levels for residential electricity consumption are not meaningfully reduced by the price increase for customers created by elimination or reductions of governmental subsidies for electricity. Therefore, pricing policies alone would not be effective to reduce residential electricity consumption in the country, and there is a need for additional and supplemental policies.}, keywords = {Almost Ideal System,Targeting Energy Subsidies,Residential Demand}, title_fa = {تاثیر هدفمندی یارانه انرژی برق بر تقاضای خانوارها به تفکیک شهر و روستا در ایران (یک رهیافت سیستمی)}, abstract_fa = {رشد دایمی مصرف انرژی برق که به طور عمده از واقعی نبودن قیمت آن نشات گرفته توانایی شبکه برق‌رسانی ایران را برای تامین تقاضا با مشکل مواجه کرده است. بنابراین قیمت‌گذاری بهینه انرژی برق یکی از مسائل مهم در زمینه مدیریت انرژی برق است. علاوه بر این، بخش خانگی یکی از مهم‌ترین اجزای مصرف انرژی برق در کشور به شمار می‌آید. از این رو مطالعه مصرف در این بخش یک ضرورت است. بر این اساس، در پژوهش حاضر به بررسی تاثیر هدفمندی یارانه انرژی برق بر تقاضای خانوارها به تفکیک شهر و روستا با استفاده از سیستم تقاضای تقریبا ایده‌آل (AIDS) و روش رگرسیون‌های به ظاهر نامرتبط (SUR) می‌پردازیم. داده‌های مورد استفاده در این پژوهش شامل شاخص‌های قیمت و مخارج مصرفی خانوارهای شهری و روستایی مرکز آمار ایران، بانک مرکزی جمهوری اسلامی ایران و اطلاعات ترازنامه انرژی طی سال‌های 1391 ـ 1370 است. نتایج نشان می‌دهند که انرژی برق برای خانوارهای شهری و روستایی جزو کالاهای ضروری به حساب می‌آید و قدرمطلق کشش قیمتی خودی برای هر دو نوع خانوار کمتر از واحد به دست آمده است. بنابراین سیاست‌های قیمتی انرژی به تنهایی برای کاهش مصرف برق احتمالا کارساز نبوده و ضرورت ایجاب می‌کند در کنار آن از سیاست‌های غیرقیمتی استفاده شود.}, keywords_fa = {سیستم تقاضای تقریبا ایده‌آل,هدفمندی یارانه انرژی,خانگی,‌برق‌,تقاضا}, url = {https://jiee.atu.ac.ir/article_1062.html}, eprint = {https://jiee.atu.ac.ir/article_1062_1af834155180a8b91ce7b60c4db042b3.pdf} }
